Dr. Nazir A. Sangi has on his credit about 35+ years of diverse experience in; institution building, operational systems development, high quality research studies development, Higher Education Management, Information Technology and Software Systems, Financial Management, Curriculum Design and Education/E-learning Systems Development. He has on his credit working in; Government and Private HE institutions and Universities, public and private corporations, Distance and E-learning institutions and Universities. Dr Sangi has extensive knowledge and expertise in educational institution establishment, management, budgeting and quality assurance etc. He has experience both in Pakistan and abroad and is well versed with rules and policies. He is also good in conflict resolution and networking.
Through-out his career, Dr Sangi has strived hard for bringing quality, technology and business process change in; business organizations, educational and is very well respected for development and implementation of good governance and quality systems and services.
He has served as; Vice Chancellor (President), Dean Faculty of Science and Professor/ Chairman Computer Science/Software Engineering at Allama Iqbal Open University (https//aiou.edu.pk). AIOU is a largest Pakistani University with 1.4 million students, 45 regional offices/campuses and Rs. 6 billion operational budgets. It has Rs 2 billion development budget and Endowment funds of about 10 billion rupees. Dr Sangi has also served at SSGCL, HMC and EME College NUST, SZABIST and OPSTEC Lahore etc. Dr Sangi was also an active research scholar of Pandora-Asia Networking group (www.pandora-asia.org) of IDRC, Canada.
Previously, Dr. Sangi has ; provided consultancy to; IBM Pakistan, Trust for Voluntary Organizations, Regional Institute of Management, National Insurance Corporation, PTCL, Sui Southern Gas Company and SZABIST (www.szabist.edu.pk). . Dr Sangi has provided consultancy services to IDRC Canada and has contributed to, UNESCO (Bangkok), ISODEL, AAOU, Commonwealth of Learning (Canada) , COL Media Center for Asia (India) and GITMA (USA) etc. as consultant, researcher and member of Board. He has served on many committees of Universities, including, SZABIST, AIOU, Quad e Azam University, IIUI, IUB, QAUEST, Federal Urdu University and IU Bahawalpur etc.
He had played a lead role in the promotion of education at AIOU, SZABIST, IIUI and HEC etc. He developed and designed national curriculum (HEC), was part of inspection teams for affiliation (HEC, AIOU and Sir Syed University), charter grant inspections and quality systems development (HEC and AIOU and Comsats). On his credit are SZABIST (Karachi and Larkana campuses), OPSTEC Lahore, AIOU (12 different campuses in all provinces) and IIT, Islamabad. Dr Sangi has special talents to complete challenging assignments with feasible and innovative solutions.
Specialized Education Experience
Dr Nazir Ahmed Sangi has successfully implemented computer based e-learning and online education in Pakistan especially in deprived parts of the country. Recently, he had implemented e-learning projects to teach undergraduate programs in remote areas (Umerkot, Multan, Bahawalpur, Rahim Yar Khan and DG Khan) in Pakistan. This project was co-sponsored through State Department, USA and San Jose State University, USA. He is a pioneer in introducing online Blended PhD, MS and PGD programs in Computer Science with sustainable infrastructure, high quality HEC recognized programs and result oriented education delivery systems.
Education Degrees and Research Awards
Dr. Nazir A. Sangi obtained his BE in 1981 with two Gold Medals. He received PhD degree (in 1989) from Liverpool University, England (http://www.liv.ac.uk). Dr. Sangi has also done post-doctoral research (2008) at Kent State University, Ohio, USA (http://www.rcet.org). Dr. Sangi had won many prestigious awards including; National NCR ICT Excellence Award 2010, NCR IT Education Excellence Award 2004 for his contribution to IT Education, especially online virtual classroom research, He has also won Best University Teacher Award 2008 (HEC, Pakistan) and Masson Bibby Award from Liverpool University, England. He was also awarded Best Vice Chancellor in Media Award in 2012.
Dr Sangi has contributed in to many international books on education and research. He has more than 45 publications and he is on editorial board of many international conferences and journals. He has been teaching and conducting research in; software engineering, social media, e-learning, education quality, planning and management and applications of IT in banking, utility companies, social science, economics and Education.
As a Vice Chancellor, he brought administrative, financial and education quality changes resulting; doubled reserves (Rs 2,755 m to 6,665 m ), doubled recurring budgets (from Rs.2,350 m to 4,650 m), reduced costs and dependence on Government grants (from 15% to surplus income) and doubled infrastructure assets ( 12+ new campuses were established and ) of University only in a four years tenure. On academic side, University improved in research rating, 33% increased enrolment and Verified International Quality Process from Commonwealth of Learning , (COLRIM audit certification) Canada. University has constructed/established 15 new buildings from its own resources which were considered a revolutionary miracle and reflection of his managerial capacity.
Socially, Dr. Sangi is very popular within and outside Pakistan. He has participated in a number of social and cultural activities, conferences and seminars etc. and has supported students in generating novel & creative ideas which were highly appreciated within and outside country.
